Kaplyun Sergei Ilich (born in 1897), a prominent figure in the field of occupational hygiene, professor of occupational hygiene at 1st and 2nd Moscow State University; member of the VKP(b) since 1917; graduated from the medical faculty of Moscow University in 1917. He participated from 1914 in the student revolutionary movement and Social Democratic circles. From 1918 until 1927, he held leadership positions in the field of occupational hygiene in the NKT of the RSFSR (and later in the NKT of the USSR); in 1925, he became director of the State Institute of Occupational Hygiene, which he had organized under the NKT, NKZdrav and VSNKH; in 1925-1927, he was chairman of the institute's board, and in the spring of 1927, he again took up the position of director of this institute. He was a speaker at a number of congresses both in the USSR and abroad on issues of occupational hygiene. K. is the representative from the USSR to the International Committee for the Study of Occupational Diseases and Traumatology and the International Commission on Occupational Hygiene. In 1924, he organized the first independent department of occupational hygiene in the RSFSR. K. serves as deputy chairman of the Society of Materialist Physicians at the Communist Academy, is the responsible editor of the journal "Occupational Hygiene" (Moscow; since 1929 published under the title "Hygiene, Pathology and Safety of Labor") which he organized in 1923, editor of the occupational hygiene and safety engineering section of the Technical Encyclopedia, co-editor of the social hygiene section of the BME. K. has written over 100 journal articles, a number of books and brochures; compiled a number of bibliographic guides and reference publications; under his editorship, a number of works on issues of hygiene and pathology of labor and social hygiene have been published in Russian (Grot'yana, Kelyupa, Levi, Khayes). K.'s major works: "Sanitary Statistics of Labor" (M.-L., 1924); "Fundamentals of Occupational Hygiene" (vols. I-II, M.-L., 1925-26); "Theory and Practice of Occupational Safety" (3rd ed., parts 1-2, M., 1926-27).
