Ignatov, Sergei Nikolaevich (born in 1864), a prominent figure in zemstvo medicine. After graduating from the medical faculty in 1889, he worked as a zemstvo district and sanitary physician in the Tambov, Kherson, and Moscow provinces, and from 1904 in the sanitary bureau of the Kherson province zemstvo. While serving as head of the provincial sanitary bureau of the Kherson province, I. wrote a series of articles in the periodic medical press on general questions of public medicine, often engaging in a stubborn struggle with censorship, both zemstvo and governmental. I. held a prominent position among the public physicians grouped around the Pirogov Society. A populist by conviction, I. was an apologist for zemstvo medicine, which, in his opinion, was "conditioned by the fundamental social reform of the 19th century and deeply rooted in the needs of the people." In the years before the imperialist war, when questions of reforming the medical-sanitary system were being debated, I. led the movement that held that medical and sanitary affairs should be entirely under the complete jurisdiction of zemstvo institutions - provincial and district.
