LOVTSOV Sergei Pavlovich (1823-76), prominent physician and social activist. After graduating from Moscow University in 1844, he worked abroad under Virchow and held various positions in the military-sanitary department. In 1860-65 he served as editor of the "Military Medical Journal" (St. Petersburg), and then from 1865 he headed the editorial board of Russia's first journal on public hygiene, "Archives of Forensic Medicine and Public Hygiene" (St. Petersburg). This journal, which for the first time addressed issues of sanitary affairs in Russia, also reflected all the liberal tendencies of the 1860s. The first issue of the journal was signed by I. Bertenson; from the second issue the editorial board passed to L. The journal attracted a number of public health physicians (Erisman, Molession and others) and in its first years published a number of interesting articles and monographs. In 1870, for publishing in issue No. 3 of the journal the article "On the Condition of Workers in Western Europe from a Hygienic Point of View", in which (in the words of the official report on this matter) "extreme socialist ideas were persistently promoted", the journal attracted administrative penalties: the article was destroyed, and L. was dismissed from his position as editor. L. returned to editorial activities only in 1875, when instead of the "Archives" special "Collections of Works on Forensic Medicine, Forensic Psychology, Medical Police, Public Hygiene, Epidemiology, Medical Geography and Medical Statistics" began to be published. (From 1882 these collections were again replaced by the journal "Bulletin of Public Hygiene and Forensic Medicine".) L. published a number of German, French and English medical works in the Russian language.
