Efraim Markovich Sklyansky (1892-1925) was a Bolshevik physician and military administrator who served as deputy commissar for war and chairman of the Revolutionary Military Council of the Republic. He was also involved in public health work and organizational roles in Soviet industry.

Encyclopedia entry (1928–1936)

SKLYANSKY Efraim Markovich (1892 - 1925), physician, Bolshevik. Member of the party since 1913. Studied at the medical faculty of Kiev University. In 1914 he was graduated as a field physician and sent to the front, where he remained until the end of the imperialist war. During the Kerensky period, while on the northern front, he was chairman of the army committee of the 5th Army in Dvinsk, and organized Bolshevik cells. After the October Revolution, of which he was an active participant, he worked in military affairs. 1918-24 - deputy people's commissar for war and deputy chairman of the Revolutionary Military Council of the Republic. In 1919 member of the collegium of the People's Commissariat of Health, chairman of the Extraordinary Military-Sanitary Commission for the fight against epidemics. From 1924 in economic work - chairman of the board of the trust "Mossukno". Drowned during a business trip to America.
