Brusilovsky, Efrem Moiseevich (born in 1854), balneologist-limanologist, founder and head of the clinical department of the All-Ukrainian Balneological Institute on the Kuyalnik Liman (Odessa). Graduated in 1882 from the Medico-Surgical Academy. Brusilovsky is one of the pioneer researchers in his field and author of 65 scientific works on various departments of scientific, theoretical, and practical balneotherapy and on general questions of resort science.

Brusilovsky and his colleagues have recently put forward in a number of works the idea of enhancing the therapeutic effect of natural resort factors, especially in diseases of the motor organs, through the combined application of balneotherapy with specific or non-specific therapy. A great merit of Brusilovsky is his extensive scientific-popularization activity, particularly in the organization of balneological departments at many all-Russian and some international exhibitions. In 1919, Brusilovsky organized in Odessa the first independent balneological exhibition in Russia.

Along with research and pedagogical activities, Brusilovsky carried on tireless work in elective leadership positions in many medical and public organizations related to the construction of Soviet resorts.
