Osipov Evgraf Alekseyevich (1841-1904) zemstvo physician, founder of Russian zemstvo medicine. Born in Samara province, completed gymnasium in Ufa, received medical education in Kazan (1865). In the early 1870s he was a district zemstvo physician in Stavropol district and then in the city of Stavropol (Samara province). He actively participated in the construction of local zemstvo medicine in Samara zemstvo at that time, actively worked at the 1st and 2nd medical congresses of Samara province (reports on the main issues of organization and its hygienic direction); published on issues of public hygiene. In 1875 he was initially invited as secretary of the Moscow province zemstvo sanitary commission (chairman-A. G. Leventhal); later he headed the province sanitary bureau; here O. quickly developed his major organizational talents. His first works established the direction of medical development in the province, prospects for its organization in districts, programs for sanitary research, the importance of therapeutic and sanitary medicine, organization of province medical congresses, district medical councils, etc. Having placed sanitary statistics in a high position in the zemstvo medicine system and public sanitary organization, O. carried out a number of fundamental studies in the field of population movement and its morbidity in Moscow province. And practically founded a 'school' of these studies, which subsequently received wide development in the province and beyond in other zemstvos. During his activity in the Moscow zemstvo (1875-95) he held 14 province congresses of physicians and zemstvo representatives, where he was the permanent leader (from 1881 together with F. F. Erisman). At the same time he was one of the founders and leaders of the Pirogov Society of Physicians and from 1886 until the end of his days was consistently (elected by all-Russian congresses) a member of the permanent board. Numerous works by O. were published mainly in various periodic and non-periodic zemstvo publications.
