VLADIMIRSKY, Mikhail Fedorovich (born in 1874), revolutionary, old Bolshevik, by profession a physician. He began working in the revolutionary workers' movement in 1895 while a student at Moscow University. In 1896 he was arrested and after imprisonment was exiled to the provinces. In 1898 he received permission to return to Moscow, again joined the work and became (after the First Congress of the RSDRP) a member of the Moscow Committee of the Social Democratic party. He was repeatedly exiled from Moscow and in 1899 went abroad, where he continued his medical education and worked in the foreign organization of 'Iskra.' From 1903 to the beginning of 1905 he worked in the Nizhny Novgorod Social Democratic organization, in the autumn of the same year moved to Moscow and as a member of the Moscow party committee (Bolshevik organization), took an active part in the Moscow armed uprising of 1905. In those same years V. worked as a sanitary physician in the Moscow province, participating in the broad health activities of the Moscow province sanitary organization; then he worked as a physician in the Nizhny Novgorod province during the period when the sanitary organization was established there (together with N. A. Semashko). In 1906 he was arrested and brought to trial. Before the trial he emigrated to France, where he remained until 1917. Returning to Russia in July 1917, he worked in the Moscow party organization, was appointed by the committee to the 'party five' to lead the October armed uprising. At the VII party congress V. was elected to the Central Committee. He continuously participates in responsible Soviet work. He was a member of the presidium of the All-Russian Central Executive Committee and deputy People's Commissar for Internal Affairs of the RSFSR, from 1922 he worked in Ukraine as deputy chairman of the Council of People's Commissars and chairman of the State Planning Committee, from 1924 - as secretary of the Central Committee of the Communist Party (Bolsheviks) of Ukraine. From the end of 1925 he was elected chairman of the Central Control Commission of the Communist Party (Bolsheviks) of Ukraine and appointed People's Commissar of the Workers' and Peasants' Inspection of the Ukrainian SSR. In December 1926 he was appointed deputy chairman of the State Planning Committee of the USSR. At the XV party congress he was elected chairman of the Revision Commission of the Central Committee of the All-Russian Communist Party (Bolsheviks).
